(新疆-2018年5月14日)5月17日是穆斯林斋月,新疆各地穆斯林与往年一样,被禁止封斋。总部在德国的世界维吾尔代表大会本周一(5月14日)发表声明,强烈呼吁中国政府,必须保障维吾尔及其他信教群众的宗教信仰自由之权利。
今年5月17日(星期四)至6月15日是穆斯林斋月。据新疆伊犁、昌吉等地的多位穆斯林称,当地政府不准经营餐厅或个体户在斋月期间停业,要求他们继续开业,中小学也接到通知,要求老师不准学生封斋。另外各单位明令禁止封斋。斋月期间,部分社区还安排退休人员、党员干部集体进食,防止有人封斋。一位穆斯林称,政府从来不让封斋:“就我所知道的,不让封斋,去年不可以,今年更加不可以。陈全国当新疆书记之后,更不让封斋了。他们一家一家的查,要是有人封斋就麻烦了。现在不让信教”。
本周一,总部在德国的世界维吾尔代表大会主席多里坤艾沙,在斋月前发表五点声明。声明说,向最近五年的斋月,年复一年日趋恶化。中国政府每年在斋月前都公开发表政策性文件,明确声明禁止党员、政府公务员、教师学生参加斋戒及其他宗教活动。对于封斋民众,以及清真寺施行严密监视、监控。严重地威胁和影响着每一个维吾尔人的封斋及其宗教生活。
该声明敦促中国政府在伊斯兰教神圣的斋月期间,让每一个信仰者在和平、安详中实践其宗教信仰,不仅是对每一个教徒的尊重,也有助于东突厥斯坦社会的紧张局势。让每一个维吾尔穆斯林在斋月期间不受挑衅,不被骚扰,安心正常地度过斋月的每一天,是对基本人权的尊重,也才能避免重大民族冲突事件的发生。
世界维吾尔大会强烈呼吁中国政府,必须保障群众的宗教信仰自由之权利,并敦促中国政府立即释放被关押在“再教育集中营”的民众,释放全部的政治犯,释放学者伊力哈木等社会名人、作家、诗人、企业家。

The government of Xinjiang forbids Muslims to celebrate Ramadan; the World Uyghur Congress urged the Chinese government to respect religious beliefs

The Ramadan will start on May 17th, and as usual, the local governments in Xinjiang will forbade all celebrations. On Monday (May 14th), the World Uyghur Congress based in Germany posted an announcement, urging the Chinese government to respect the freedom of religion and ethnic minorities with religious beliefs. The China Aid Association reported about a pregnant woman and her two children, who were put under house arrest in Xinjiang. In the eve of Ramadan, the woman and the children were released last week, and they had arrived in Kazakhstan.
This year, the Ramadan will start on May 17th (Thursday) and end on June 15th. According to Muslims from Ili, Changji and other districts in Xinjiang, the local governments forbade the restaurant owners and shop owners to stop operating during Ramadan, forcing them to keep working. The elementary schools and middle schools also received government notifications that the teachers should warn the students against fasting. Some neighborhoods also arranged dinner parties for retried government official and Communist Party members in order to prevent fasting. A local Muslim said that the government never allowed fasting. “As long as I know, we were not allowed to fast last year, and we won’t be allowed to fast this year neither. Fasting has been strictly forbidden after Chen Quanguo became the Party Secretary of Xinjiang. They will inspect every household, and people who fast secretly will get into big trouble. Religion is banned now.”
On Monday, Dolkun Isa, the president of the World Uyghur Congress based in Germany, made five main announcements before Ramadan. He said that the condition had worsened each year in China during Ramadan. The Chinese government issues new regulations before each Ramadan, blatantly forbidding Communist Party Members, civil servants, teachers and students to fast or participate in other religious activities and monitor each mosques and individual who celebrates the holiday, which severely violated the religious life of the Uyghur people.
Dolkun Isa urged the Chinese government to allow every believer to practice the religious doctrines peacefully during Ramadan, which is holy to every Muslim. The support from the government will not only show respect to the believers but also alleviate the tension in East Turkestan. The Uyghur people should be able to spend every day of Ramadan without being harassed. Respect for basic human rights is the only means to prevent major ethnic conflicts.
The World Uyghur Congress urges the Chinese government to protect the citizens’ freedom of religion and release all prisoners detained in reformation camps, all political prisoners and social activists, writers, poets and entrepreneurs, such as Ilham Tohti.
On February 4th, the China Aid Association reported: “A Muslim pregnant woman from Xinjiang was forced to abort. The government arrested her brother, an imam, as a retaliation.” The government forced Kulizia Morgudon, a Kazakh pregnant woman, to abort her child. On May 8th, the woman left Xinjiang and arrived in Kazakhstan to reunite with her husband.
On Monday (14th), Aman Angsahan, Kulizia’s husband, told the reporter: “On May 8th, my wife crossed the port of Kazakhstan. On May 10th, she arrived at our home through Almaty. Thank you for the report. She was put under house arrest. In early May, the officials of the county government received orders from the officials of the autonomous prefecture. They talked with my wife and my two children and asked them if they wanted to remain in China or travel to Kazakhstan.”
Aman Angsahan said that officials from the government of Xinjiang called his wife and two children separately. “They simply asked about their current conditions. They also asked them to sign a letter of guarantee, that my wife and two children are not allowed to talk about what they had gone through in Xinjiang. They said that they would keep monitoring us even after we got to Kazakhstan. My wife’s two brothers are still in prison.”
The 36-year-old Kulizia Morgudon lived in Qiba’erwoyi Village, Kuokeagashi, Fuhai County, Altay, Xinjiang. On January 5th, staff members of the family planning commission forced her to abort and put her under house arrest. Her brother Tulerson, imam of Kuokeagashi, Fuhai County was imprisoned afterwards.
