（华盛顿-2018年7月12日）为纪念诺贝尔和平奖得主刘晓波去世一周年，在刘晓波忌日的前一天，周四（7月12日）在美国国会山举办一场名为“要改变不要枷锁，与良心犯并肩”的集会，汇聚了多名美国重量级议员、非政府组织代表和长期关注中国人权事业的人士。
一向关注中国人权的美国前联邦众议员弗兰克·沃尔夫直言不讳的批评中国的宗教团体遭受迫害。他说：中国的教会正经历一个“艰难时刻”，“多名信徒和牧师被拘留”，“几十万维吾尔人，数千名维吾尔儿童被带走，关进拘留营。”
美国国会汤姆·兰托斯人权委员会共同主席、联邦众议员霍格仁说，他们正在国会推动一项跨党派议案，支持设立“良心犯日”，让他们的名字被世人所铭记，并敦促美国政府制定政策以支持人权、宗教和政治自由。
对华援助协会作为集会的合办机构，委托前中国良心犯王岛牧师（原名王通江）代表协会讲演。王岛在致辞中说：“就长期而言，从个案的救济转换到制度性消除良心犯更应该成为国际社会的共识。以促成中国“零良心犯”的神圣远景。”
出席这次集会的重量级嘉宾有美国众议员少数党领袖南希·佩洛西（Nancy Patricia D'Alesandro Pelosi）、德州联邦参议院泰德・克鲁兹(Rafael Edward "Ted" Cruz)、美国国际宗教自由委员会美籍藏人学者丹增多吉博士(Tenzin Dorjee)、人权观察中国部主任索菲・理查森（Sophie Richardson）等。
良心犯问题成为集会瞩目的焦点，律师王全璋、江天勇、高智晟，民主人士胡石根先生、王炳章博士，及牧师曹三强、藏人扎西文色等名字在集会上被提及，有嘉宾在现场举着他们的头像或标语。

Honored members of Congress, colleagues, and friends:
良心与生俱来，是造物主在人性上打下他神圣形象的烙印。“良心成为我们的益友与行万事的准则，这样我们便可知道风向，从而扬帆远航。”
Conscience is imprinted by the Creator on human beings created according to His image. Conscience serves as our best friend and our life guidance so that we can soar with wind.
愿上帝保佑中国良心犯，愿良心引导我们，谢谢！
May God bless all prisoners of conscience in China and may our conscience continue to guide us. Thank you.

两天前，我们得到一个振奋人心的好消息，刘晓波先生的妻子刘霞女士获准离开中国，我们真替她高兴。
We all are very happy for Mrs. Liu Xia, wife of Liu Xiaopo, being granted permission to leave China two days ago.
刘先生的死亡是世界的不幸，关押刘霞则是巨大的错误，中国政府正面回应国际社会的关切，这是朝正确的方向迈出一步。
The death of her husband was a tragic loss for the world. The detention of Ms. Liu Xia was a major mistake of China government; but by releasing her in response to international concerns, China government is taking its first step in the right direction on the topic of human rights.
然而，任意关押良心犯的情况不容乐观。有数据核实，近八百位良心人士仅因为顺应良心说话，或实践某种思想及宗教，以至遭到酷刑折磨、囚禁、甚至非正常死亡。
However, the conditions of Prisoners of Conscience faced are still very dismal. According to reliable statistics, roughly 800 dissidents have been tortured, prisoned, even death due to unknown reasons all because they chose to exercise their beliefs and convictions.
2016年5月，在中国西南省份四川，4位年轻人因出品“八九六四”酒，以每两瓶售价89.64元标价，被以“煽颠罪”起诉。无从解释，莫非是检方相信，酒有一股神奇的魔力，足已颠覆一个国家的政权。
In May, 2016, four young people were charged with inciting subversion of state power for selling alcoholic drinks labelled “8964” (implying the protest of Tiananmen on June 4th of 1989) at the price of $89.64. This is ridiculous. Do prosecutors truly believe that the magic power of alcohol is capable of subverting the state power?
今年4月份，新疆哈萨克族女医生努尔古丽，在她住所的小区门口，看到店主将猪肉和羊肉混在一起卖。你知道穆斯林对猪肉是忌口的。她问对方，为何把清真食品与猪肉混合出售？几个便衣随即带走她。三个月后，她被判刑16年，入狱三天便死亡。
In April of 2018, Nuerguli, a female doctor from Kazakh ethnic group of the Xinjiang Province, was arrested by the undercover police when she pointed out that her local meat store was violating Muslim customs by selling both pork and lamb. Three months later, she was sentenced to 16 years in prison. Three days into her sentence, she was found dead.
这些消息，骇人听闻，令人难以置信，但是千真万确。
News like these two are shocking and hard to believe, but they do actually happen.
对华援助协会2017年年度报告显示，超过二十万基督徒受到政府的干扰。对华援助协会特设“中国18”栏目，象征对良心人士的高度关注，目前已有8位出狱，10位仍在狱中。
The 2017 annual report of China Aid indicates that more than 200 thousand Christians were harassed and persecuted. China Aid has set up the China 18 campaign to raise concerns and to advocate for 18 Prisoners of Conscience. Among these 18 Chinese citizens, eight have been released but ten are still in prison.
我们也严重关切，含冤系狱的牧师曹三强、律师江天勇、周世峰、王全璋、王炳章博士、胡石根先生、伊力哈木教授等等。
In addition, we would like to express our serious concerns for those who also have suffered wrongful charges and imprisonment: Pastor John Cao Sanqiang, attorney Jiang Tianyong, Zhou Shifeng, Wang Quanzhang, Dr. Wang Bingzhang, Mr. Hu Shigen, Professor Yilihamu, etc.
良心犯一个也嫌多，只要世界还有良心犯，我们就不应该将此问题抛诸脑后。
Prisoner of Conscience should not exist. As long as there is a single prisoner of conscience in the world, we should not ignore this problem.
善待公民是一个国家赖以生存的基石。中国政府没有遵守国际相关的人权公约与准则，也不履行其本国宪法，不兑现人权承诺。
Treating her citizens fairly and justly is the foundation of a nation. Chinese government does not follow international human right norms and guidelines, nor does she follow her own constitution and human right commitment to her citizens.
过去三十年，我们的合作伙伴设立了良心犯项目，其努力成果可歌可泣，但长期而言，从个案的救济转换到制度性消除良心犯，更应该成为当前国际社会的共识。对华援助协会愿与同仁们一道努力，以促成中国“零良心犯”的神圣远景。
For the last thirty years, our partners have set up the campaign for Prisoner of Conscience. Their efforts are inspiring, moving, and worthy of praises. But the long term goal and consensus for international community should go beyond the rescue of individual cases to systematically making Prisoner of Conscience extinct. China Aid is committed to maintaining its unceasing efforts for the vision of “Zero Prisoner of Conscience”.
